Principles of our late President (Sun Man) and to develop all industries throughout the whole country. Therefore a special department, the Ministry of Industry has been established for the purpose and this establishment is very necessary to the purposes of the Nationalist Government.

QUESTION: When you have taken up the post of Minister what will be your policy?

ANSWER: I have always aimed at the development of industry in China, for in order to check the economic victimisation of the Powers, we must develop the industry of our own country. The Social Principles of our late President form the best and most peaceful policy of checking

this economic victimisation of the Imperialists. At present our people generally obtain their supply of food-stuffs and other necessities from foreign countries, and the amount of money we are losing is countless. Although our country was an agricultural one in ancient times, all our supply of cereals, flour, and oats has been lately obtained from abroad, and thus the maintenance of our people is in the hands of foreigners. Manufactured goods are also imported from abroad. At present the only means we have to save this loss is to carry out the Social Principles. The first step we should take is to improve our own means of production, and the next is to avail ourselves of the savings of our masses to establish limited companies and factories so as to develop all branches of industry. At present all workmen in all branches of industry are limited to their positions as workmen, and the only way by which in future the workman will be enabled to compete in the subscription of capital will be to fix the amount of a single share as small as possible. Thus there will be no distinction between capital and labour. Co-operation will result, and all sorts of obstacles will be removed, and we shall have a prospect of great industrial

development.
